no 'declare war' option

i have multiple casus belli, but no 'declare war' option in the diplomacy menu?

Just checked it as Prussia, January 1850 - the same situation, I cant make use of the infringement casus belli against Bavaria and Russia.

The reason is probably the September 30th QF (1.04.2):

A ruler can now only declare war if he has an Imperialism of 7. This will severally limit the AI widespread wars. If that's too limiting for players, we can find a better solution for next week.

In 1850, Prussia has got an imperialism rating of 5 only.

So we can only beg that the next quickfix promised on 30 September for "next week" will be granted to us one day ...

is it possible to 'upgrade' your imperialism rating ? or do you need to wait for a specific year to be upgraded automatically. no fun playing like this..

In 1850, the USA have an imperialism rating of 3 only, France has got 4, Japan 1.

If the imperialism limit on being able to declare war is not lowered to an extent that it will remain without the intended effect, war loving players won't have much fun.

I think it is better to admit wars between the AI (and interrupt them manually per script if necessary or reasonable) than limiting the players'options.

The alternative is that the war loving player with low imperialism would have to write a skript himself to start the war in each case when he wants to declare war. Not every player can do this.

i changed the 7-declare war file and downloaded en ran the 1,4 GB fix. I play the game via Steam. The fix keeps giving me errors on not finding the settings and the serial number.
Still no declare war option in any new game...
please advise

i now see that steam runs 1042 and not 1043 yet!
still strange that the quickfix (7-declare war fix) does not work?

You should set aside the file general.opt before applying 1.04.3, The instructions should be clear about that.
