Military control and disputed territory.

Ok I am S_P, and from the start I used some of my existing troops to go and take tunisia. I have most of tunisa, however france has parked some troops to block me. So their troops and my troop sit there for turns, just to keep control. Is there anything to do,I have tunisa as well as the two south of it . Thank you

Declare war and drive the French troops away into the desert ?

Im trying to see if there's a way to kick them out without going to war. If they do happen to leave the province can they come back in? I do not have all the colonial cards yest so I need to win militarily and secure what I have taken from tunisa.
