Length between using state visits?

In the manual it said that using state visits would only work every 12 turns, is that still an accurate statement?

aye, its still 12 turns, you can check with opening gamedata\diplomacy, each option has its own text document and the line to look for is "DIDuration" and of course amend to your own tastes.
