yes, I'm pretty sure I built a railroad in Tuscany (playing as S-P) in the mid-1850s in anticipation of later conquest. Wouldn't do in another European country as the AI seems pretty good at railway building

May have some special needs to allow it then (Pre-existing high development levels or Major roads perhaps?) because I am not allowed to build RR's in Siam even though I've maxed out Rice, Opium and Fruit farms for them.
