not structures as such but there is a schooling and later a university card that will push up education level. This also increases population and development level and I think triggers migration up the social classes (I tried to track this and I think it happens, but very slowly). Since higher classes are more demanding of goods you do run the risk that failing to meet their demands will trigger growing unrest but my understanding is that this is indirect (via the pop demand model) not direct.
