Contentment 95, Militancy 100, Revolt Risk 0

I don't understand how you can have militancy so high, and yet have contentment at 95 and revolt risk at 0.

As for the high militancy figure, I tried passing some reforms, but each time militancy dropped by only 2-3 percent for a couple of turns before going back up to 100.

Meanwhile, when you hover the cursor over the reform button, it only tells you that selecting it will reduce militancy. I would have thought it would have some other effects as well, but nothing else is mentioned.

And what's the point of spending 200 or even 500 on reducing militancy when it only has a tiny effect for a couple of turns?

Militancy and revolt risk as well as contentment can be looked at as totally different things, while they can have an effect on eachother.

Think of militancy as the amount of people that feel comfortable running around town carrying firearms. It doesnt necessarily mean they hate the way the country is being ran, but it can make it easier for an uprising if they aren't satisfied. Usually militancy goes up for a coule reasons but definately if there are troops hanging out in a province. (sometimes this is necessary if their contentment gets too low or you fear an uprising IE. contentment is getting under 20 or so).

Revolt Risk is usually pretty low and rarely goes up as long as you get the loyalty up in the region near 100%, so has less effect on contentment and vice-versa.

Contentment is the main thing to focus on to prevent problems. The way to keep people content is to make sure they have a proper variety of food, goods, and luxuries. If on your turn logs you national consumption gives a % increase of above say .55% and try for around 65% each turn, (When you see your national market sales were ### which raised your contenment up ###...the last ### you want as high as possible), you should see a slow steady rise in contentment.
The way to see how well your doing here is to bring up the trade screen (F4) and mouse over the 2nd to bottom row of the various goods types (foods, general goods, and luxuries). It will tell how much the people are needing of each type and how many you have been supplying them. Also, the greater variety of goods in each group you supply helps increase the effect.

Contentment is also affected by some things you cannot control as directly such as different nationalities, religions etc in the region (example the southern loyalists after the civil war in the US).

Like I said, the main thing to focus on is contentment. Reforms bring down militancy as well as usually bringing up contentment. The way I try to keep it in check is to make as many police units as I can (only about 10 for the USA and put 1 of each of them in the lowest contentment regions. Then make about half as many cavalry brigades (they travel fast and later it helps to make more) and in the areas with low contentment as well as high militancy have a cavalry unit or 2 in that region as well as a police unit. Once you can get your contentment per turn gain around 65 and stay on top of moving your police and cavalry around when needed you will end up getting contentment on a steady rise. (its currently 1878 for me playing the usa and I only have 3 provinces in my home area with a contentment below 80.

As you stated the cards lowering militancy has its biggest effect for just a few turns so what I do is save them up till right before January and July of each year using half of them at that time for maximum effect.

other way to frame this is that militancy is the likelihood of a revolt if contentment falls.

imagine a situation where you have a powerful communist/socialist party/movement (high militancy) but high social contentment (the economy is doing well etc), so the threat 'revolt risk' is low. If the economy declines or you start losing a war, then not only does the revolt risk go up but you have a ready made revolutionary force on the scene (ie Russia in 1917).

Do the reforms have any other effect than reducing militancy? Is there any difference between them?

(Groan!) Well, in this case it was the egg (look at the Join Dates).

Although the key question in this particular discussion appears to be 'What did the egg come out of?' :innocent:

It turns out that the second part of my user name may be a rude word in Australia (or perhaps I should say: 'a rude word Down Under') :innocent:

But seriously, being English I wasn't aware of this. If any Australians here are offended by the word, let me know and I'll change the name.
