Any idea what happened in Windhoek??
It was the capital of Südwest Afrika, colony status...but sg changed suddenly.

most likely explanation is it flipped from colonial to non-national status. This can happen in colonies with very low native pops if you keep on sending colonists (I had it in the Gulf region). Its good and bad. You can't play the colonial cards any more but you can play national dev cards (universities/telegraphs) which are more powerful. I think its also much less likely to be something you can lose in a war, but less sure about that.
only solution if you want to undo this is a bit of scripting. Add some local pop and revert to colony.

It's the game, usually Ageod games are not to cheat with.
Or the better for you would be to have not any colony, so you don't have to worry about the natality of settlers.
Maybe like you that's a reason why in reality too the countries despise colonies now... they prefer to steal foreign economies without afar demanding people impacting on the stability of the grabbing nation..

to be fair, this can and does happen by accident in low population regions. Its not cheating when you had no idea that this could even happen. Its something you learn to watch for and possibly even exploit. You can extract more value and gain higher development levels from a 'non-national' province rather than a colonial one, so its not even as if one option is better than the other, just they have different advantages and disadvantages.
I'll see if I can come up with a generic script to revert and improve the population so that its not going to happen again ... will be not for a few days though

The simple reason is that i like the game as historic as it can be, and i'm afraid there was no "non colonial status" territories IRL iso colonies...

Is the only way to acquire the Solomons/Marshalls/Mariana from Spain to declare war on them?

The game concept captures the overland empires of Russia, Ottomans and the USA where some regions were in a sort of mixed state, not really part of the core state but no longer simply a colony. Problem is it seems to key off the ratio own population: native population which is why it can also occur if you send a lot of colonists to an area with a low native population

I'm pretty sure you get the south Pacific islands by event, I know in my AAR the glorious Italian forces who were civilising southern Australia had great fun capturing that region from Germany (several times)

Yep, but in this case as i'm playing with Germany it's not correct i think.
