Exploitation and collection centers

Im having problems placing this playing russia where do you guys put them? As well as those collection centers collect via region? or just the map tiles around it?

There is a mapview (I forget which it is) that shows areas where you cannot collect/export local production. If you use that it'll show where you need to place the exploitation centres. For most empires this is easy, any overseas colonial region tends to need one but its a bit harder with the US and Russia as you have a notional land connection but it won't work till you set up an exploitation centre.
