First is wrong, sounds like an issue with the scenario set up files as it was Rome from 1870. Run an event like this to sort it out;

Second is by design. You can't change state/govt type in PoN by your own actions (some states are changed by event in game). For Italy this is correct, it emerged from the
Risorgimento as an authoritarian state and remained that way for the period of the game. If anything, from the late 1880s onwards it become more authoritarian as it faced increasing domestic unrest
