Road card Vs railway

Hi

Playing as Prussia, I noticed that in some african undeveloped regions I can build a railway, but I cannot play decision card to improve roads.
I know why I cannot, because I lack of some requisite, but what I want stress is that it looks like no sense to can build a railway but not a road. Am I right or am I missing some logic step?

I would say yes and no.

Yes, you should be able to build a road if you can build a RR, but the game has specific limits on the roads cards - and on all other colonial cards (either Colonial Penetration or development or something else). Thus your logic is true, but the game design is different. The designers didn't think of your situation, and thus you can't build both.

you can allways modifyi your card to remove some restiction to build a road.
