What exactly do you mean? I mean the countries in the game are the same we have in history, most of the times at least (in the 1880 scenario it's specially more likely to have a world similar to the one we had in history...). :)

I've managed Scotland, but then I forced its release after a war with Britain.

You tend not to see that many strange outcomes. There are a lot of plausible states in the game file but I think its not something that is likely. In part as most rebels tend to revert to their existing national state rather than reflect regional interests and also as if a country is released by war it appears purely in its capital province with no resources or military. The result is it tends to disappear pretty quickly.

The problem with many appearing ("exotic") countries is that they don't have rulers, structure, force pools, etc. Yes, they are playable, but most of the times there is little to do. The potential of this game is mind-blowing, but the time needed to populate every single of these what-if scenarios is enormous.
Care to unify Germany as Austria? Recreate the Holy Roman Empire of the 20th Century:

Teach me how to create rulers for them and I'd be very happy to help, in my game now Great Britain is so desperate about their inevitable defeat that they offered to give Scotland independence in their peace offer.
