High militancy

Hi, just started playing PON again after a while. I'm very impressed with how stable it is now, i really notice a faster speed in turn processing (although i'm still only very early on in the GC).
However playing as Prussia i seem to have reached really high Militancy in some regions and its only oct 1850, i was wondering if this is normal as i dont remember it being so when i last played this game?
i'm using the latest patch

Lower your taxes and make sure you have a healthy internal market. That will rise contentment. To lower militancy you need to pass social measures to modernize your society.
Care to unify Germany as Austria? Recreate the Holy Roman Empire of the 20th Century:

.....my contentment is 90+ in most the regions i own so that isn't a problem. I've played all social measures etc , but in a few regions militancy has spiralled to 100%; elsewhere in my territory militancy is at 0%.

In fact i noticed that after playing some social measures, they seemed to increase militancy in those areas which were affected by high militancy to begin with.

Also, it is only early feb 1852 in the GC i am playing; so unless some script changes have altered the militancy values for specific regions i assume this is a bug?

I don't pretend to know anything about why it's happening in your game... but maybe it's WAD to simulate fallout from 1848?

there are two possibilities prone to explain high miklitancy

- militancy is usually higher for non national populations (lorraine, polish areas for Germany, balts finns poles ukrainians caucasians for Russia, and so on ..)
- if you keep consistantly some facilities in certain provinces clmosed (less efficient, overproduction and so on ..), contentment rise less and militancy rise more there - there is some geographical effect of unemployment as I realized when managing recently united Germany

Lower taxes to 0%. Send a huge force (including Military Police) to the region with high militancy. Wait.
This will work better if you do it relatively early, before Militancy goes above 50-60.
