Does shrinkage ever really happen?

P. 102 of the manual says that an excessive stockpile of a product "automatically loses a few percent of its total amount each turn from shrinkage." I've had 28 rubber reported as "surplus resources" in the mouseover of my Assets Balance window, but my stockpile of 112 has remained the same for over the past 12 turns despite no sales to the foreign or domestic market, no purchases, and no production. If I have 28 surplus rubber I would assume I would get some shrinkage, but this is not happening. Has anyone ever experienced shrinkage with any product at any time?

Shrinkage happens when you get to around 1,000-1,200 units of anything. I say around 1,000 units, as it depends on various factors (I don't know them all, but I can tell you that you start to lose some when your stock is above a magic number - usually over 1,000).

I think at the start the cap is quite low but some of the techs that introduce second and third generations of strutures also improve the volume of your stockpile. I was aware early game of shrinkage but I've not seen it (in game) since the late 1870s,

Shrinkage/wasting quotas are difficult to reach in later stages as techs allow for much higher hoarding.
