newbie question about vaccination

I have now got some Vaccination Campaign Cards. But it seems I cannot play them anywhere.
The tool tip says: "The decision Vaccination Campaign is not valid. The structure that is triggered by it would not be valid in this region".
No matter where I try to use it, be it at home, in my Dominions, in my full colonies or in my protectorates, or even in the provinces that are only beginning to be influenced.
According to the tool tip the target province needs to have between 10% and 100% CP, no other nation may have colonial status or higher, and the city must be smaller than 999. All (or most) of my provinces live up to these conditions.
So why can't I play my Vaccination cards?
