Zollverein crisis no event text

[ATTACH]21253[/ATTACH]I'm playing through a grand campaign as prussia, and found this bug. I am playing 1.03D QF. There is opt_notify_GER_Zerverein1852_Choice1 in the game log, and the newspaper has not text. Attached is screen shot. Should there be text for this?
