I noticed that this is in fact referenced in the loading screen for the game, so I was wondering there is an event in-game to trigger it (playing as GB I have got to 1864 and nothing has happened yet)?

It's already in. You probably didn't see it because it is a CHInese event, meaning visible as a red event only if play as China:
