Im doing a scramble for africa campaign with france and i can not change my taxes and plus it is 1893 and still I have all of indochina as a colony and still can't make indochinese troops and can't make colonial troops or FFL ether could anyone help me in the right direction please

You change the tax level by left-clicking along the bar of each tax type. Be careful of population contentment though!
Hopefully someone else can help with the other queries.

This isn't directly relevant to the thread, but I notice you have played 13 years of the game in not a lot of time. Could you tell me how long your turns take out of interest? Thanks.

I believe cause its the 1880 campaign the turn progress isn't as long and i tend to do lots of other thing while I play it like house work and dinner and just go to it when the turn is finished and I recken 4 minutes between turns

Thanks for that info. My turns take about 4 mins to process too. Clearly, there is room for further optimization of my playing rhythm.

Well your be playing more then me i've been away for two weeks I probably would of finished by now lol
