One of my 1* leaders is locked (there is a padlock on his tab) and I cannot merge him with any stack. I can move him about, but he is useless if I can't give him troops to lead. Is this a bug and is there any way to correct it?

You have locked him! Right-click the tab to lock/unlock units. It's a tool to allow you to prevent accidental merging of units.
Units locked by the game have a padlock on the unit/leader card, not on the tab, but are always unlocked if attacked. There are usually some key garrisons locked by the game.
