France-Italy and the Irredentists

Patched to 1.03 and started a new game as France.
Sometime in the early 1850s there was an Irredentist rebellion which made it such that every area in France (plus Nice and Savoie) has 10% rebel loyalty, with 40% in Paris. There seems to be no way to affect this so I figured this must be changed by later events, specifically Italian Unification.
So 1859 hit and I was looking forward to having a nice little war with the Austrians. Unfortunately, it didn't get triggered. Sardinia-Piedmont had the mobilization event but nothing else happened. After many months of this, I decided to just invade S-P myself to grab Nice and Savoie. Savoie needed a WarScore of 170, completely conquering S-P was worth 118, but it became possible to ask for Savoie after full occupation occurred. It was never possible to ask for Nice since it is not a claimed area -- maybe if that 10% rebel loyalty was French loyalty that would have been possible.
The Crimean War didn't happen either since the Ottomans caved on the Holy Land Question in 1852. I was fine with that though since the French economy was a mess at the time. Shouldn't the Crimean War be in 1854 anyways?
On the matter of building the Suez Canal it would be useful if the pop-up mentioned that placing the canal needs to be done from the Decisions sub-menu.

Disbanded some troops that I got from annexing Tonkin, lost 1000 PP.
