How do you get explorers to where they're needed?

Playing as Great Britain, I would like to use the exploration colonial action in sub-Saharan Africa, however I can only build exploration parties on national soil. Is the only way to get them to Africa to use a transport squadron, because that seems like massive overkill?

I used my transport as Prussia. Most of the time my only transports are sitting around gathering dust.

As settlements develop you will be able to raise them in Africa. Riverine transport can be used along the coast and rivers - have not tried to see if that would take them down the whole European coast past Gibraltar.

It will eventually, but it will kill their cohesion.
I would raise some colonial troops and maybe a prospector to go along with the explorers. Then move all of them at once with your transports.

That's what I'm doing. I'm trying to build up a lot of stuff while waiting on unification. I have railroads and forts in my "colonial" provinces. I've even build a tropical fruit plantation. Unification can't get here fast enough so I can really start colonizing these regions.
I think my goal will be to take over all of Africa. Or a lot of it. I am being pretty ambitious, I know.

As Britain, there are regions in South Africa with CP at 90%+, but I cannot build explorers there because I am told that they must be built on national soil. Is this an exception? I
can build colonial brigades there with no problem.
