How completed first quest of japan

The first quest is biggest product of fish and rice
i build rice piddler for every site i have and have 3 structre in my pool structre
and i have 9 free site of fish but not have structre in pool structre any more what shall i do? And i can win quest

When you get a mission, you should also get extra structures to be able to complete them. If not, then it can mean you are not using the latest beta patch (1.01j).
