I am playing a game as Japan and am now in the middle of 1864. for the last 2 or 3 years of game time have not been able to build a fishing port (or whatever it's called). I haven't developed all my fish resources yet... the structure is simply no longer shown when I look at the structures available to build. Is this WAD? Will I be able to build fisheries again in the future or is this a bug?

It's WAD.
You can only build a certain number of each type of structure (Number in top corner of structure in build menu).
As technology increases, you'll get the option to build more.
