bug liberate nation

i was german and I won victory from russia, i want liberate nation example: lithuanian, but nothing happen, i can only see russian land

This happened to me as well- Russia declared war on me (and UK, and US, and I think Japan got involved later...), so I marched to Moscow and St. Petersburg, got war score up to 300 and demanded the release of Finland, Ukraine, Georgia and all the Baltic states. On the next turn, I was notified that Russia had accepted the terms, but only Finland, Estonia and Georgia had been released, with 1 province apiece, and Russia was somehow still at war with me.

Yes, i also saw as Prussia liberate Finland, but only Helsinki province was liberated.
