The game started building railroads!!!

Funny this. Suddenly a couple of colony regions in Missouri gained railroads on their own. As I wasn't watching that are at the time I didn't notice to I rolled the game back and it still happened and it was when a build roads mission completed. Another odd thing I noticed was a region now shows a railroad without any line on the map and in Minnesota I have a double track railroad which I don't think I have the ability to build...
Is this something anyone else has noticed

There are events giving to AI railroads.

Colonial mission to build a road upgrades whatever is there.
So 4x mission seems to take you from no road > track > road > railroad > double railroad.
In one sense it's a cheap way to get double railroads (heck, I can't even build them from the economic mode screen yet) However you only get so many missions, it's a big world and a few years in, railroads don't seem so expensive. Better to use the mission for actual colonization IMHO. Plus I wouldn't be surprised if the railroad/double railroad upgrades by this method get removed at some point. It's a little too easy.

I'd sussed that when I noticed that it was allowing road in places that has a road already. It is a bug I reckon since the tootip for the mission explicitly says that track is the highest for this. Otherwise a railroad for only a few 10's of cash and manufactures is a bit of a bargain
