Ottoman Empire/sphere of influence

AFAIK historically GB/FR did pretty much influence Ottoman empire during late 19th and early 20th century. Range of Influence were mainly opening schools, collecting tax free raw materials,archaeological expedition and producing goods in the status of locals and passing tax-free customs to export to the other countries or their own country. In game turns whether the engine limitation or by historical research ,all the other great powers have the privilege to take advantage of this historical facts in game. For example Russia were never able to have any influence in OE territory. Main influence Russia achieved was revolting Orthodox population and the counter move from OE was revolting crimea(before the time frame in game) and planning(Some executed before acting) marxist or nationalist pan-Turkic ethnic revolt central asia in the beginning of 20th century.As a fact Turkey was a front in ww1 and as we want historical plausable game ,why all the territory of OE is in a colonial/influence area? As a fact Russia didnt have the organization/wealth/power or the experience of colonialism as other Great powers.

I think that playing as Russia, Balkans and Armenia should be the new influence areas where she can do Annexation(population is slav and orthodox after all except Armenia) and influence with a high penalty to relationships and maybe CB for Great powers. And some regions of the OE should be disabled for influence if it is possible for the engine or game concept.
