Can you sell small arms and cannons to other countries in the game like CSA ten yrs in to game in 1860s or lets say I'm the UK 1914 butt i would l like to stay out of the war as Belgian has left alone can i supply france and russa with armaments to keep them going .

You can sell armaments, which is a kind of merchandise, that is very useful to create new combat units.
The sells of finished ships and such is for now only envisioned as part of events, not with a generic system.
