Military Outposts?

As Germany, for example, I am unable to build a military outpost in Lome despite having more than enough Colonial Penetration.

But I do not see a way to gain the level of military control I need to build the fort, short of going to war with the native faction that controls the territory.


Is this the only way?

I can't build military outposts until I actually invade and occupy the province in question long enough to gain enough Military Control to build the outpost?

Is there another method?

A peaceful one?

you don't get the full range of colonial options till 1881 or so, also up to then your Govt characteristics limit the range of cards you can play in any case. So its not just a case of meeting the CP/MC rules, its pretty hardwired into the game design.

so either wait till Bismarck goes or ... take a colony or two off someone else?
