Ottomans waiting for Ind. Rev.

I was wondering, is it normal for the Ottomans not to have the Industrial Revolution kick in by 1858? (Using 1.03d)
Also, can anyone point me to a mod to give the Ottomans a full range of Colonial actions? I will poke around in Wiki but I have never modded before.

If you want to mod in a full set of colonial actions, easiest is to adapt an existing decision. Look at those for Italy post their unification which awards most (not all) colonial actions - so you might want to add explorers and the 'medical' options as welll. Strip out all you don't need, shift the key codes to Ottoman, use the shift~ consol and fire the decision.

If my game is anything to go by, the Ottomans have real problems in producing enough food/common goods and thus have little to trade with. So even if you manage some factories I suspect it will be a real challenge to keep them open. Maybe best to ensure full domestic exploitation of your agricultural resources and slowly build up from there.

thinking about it, if you want stuff that is tradeable, fight long and hard to hold Yemen/Oman - the opium and coffee, properly developed are potential export earners ... of course easier said than done. Equally the gems scattered around the Persian Gulf region.

Thanks for the info. I played the Ottomans once and fairly early the game said "I understood the industrial revolution" and then I had new abilities such as 23 Supply wagons I could purchase.
