Can`t place new buildings

I have installed patch 1.02 candidate and I have started a new game playing
as prussia. And right from the start I can`t build anything. No coalmine, no harbour, nothing. When I click on a coalmine several regions are green. But the tooltip says: This building can`t placed here. Has anybody an idea why? Maybe the mistake is between my ears (as often) but I tried everything.

I`ve found the mistake. I am able to build structures now, even if the tooltip says no. Sorry for wasting your time.

Are you sure they are "green"?
For example, if you start the game as Prussia, then try to build a coal mine, because you have already way too much on the map, it will cost you 988 capital... but you only have 750.

No, the regions are light green. I knew the mistake was between my ears. I haven`t played the game for a while, so I should have read the tooltips carefully. Again, sorry for wasting your time
