Reduce % of manuf. goods available on market to 0?

I can't seem to lower the amount of manufactured goods I'm selling to my populace any further than 10%. This is a problem, since as Japan my manufactured goods output is really low, and the larger my manufactured goods stockpile gets, the more goods the people buy and the slower I can save up to buy stuff. For instance, with a stockpile of 40, I bleed 4 goods per turn. Is there any trick to this?

nope, 10% is the lowest. Basically, despite the best attempts of your politicians, the factory owners still slip some stuff out the back door....

The only trick, if you can call it that, that comes to mind is to spend the goods on something yourself to bootstrap your situation. :)

Also, try getting more goods, so your population consume other things instead of just mfg goods...
