Hello,

in my game (WW1 not gold patch 1.07) Romania allows free passage to Russian, but it is shown as friendly (green) to CP in the diplomatic view.

If you see an arrow to lean toward the green, then Romania is pro-Entente, and not pro-Central (Green - Entente, Red - Central Powers), so everything is in order.

The diplomatic thresholds are customized for each nation, so such a situation is possible indeed. Check carefully all thresholds in the Diplomacy window of Rumania.
