i dont know if this has been mentioned before, but on the 1st turn of the 1916 scenario the cps have only one ambassador and cant seem to ever stop Romania from joining the allies on the 1st turn.

maybe they need a little bit more diplomatic muscle, at least for the 1st turn.

I succeeded to avoid the Rumanian intervention only a few times, but it's very hard. In the end it's a voluntary design of who edited the scenario...
