Possible Grand Offensive bug?

Playing the Central Powers during the combat display it notifies me that the Russians attack Braunsberg with a Grand Offensive. The Russians failed in taking the region, I still control it. When the combat phase was over, it was reported that the Russians won the Grand Offensive and they received a NM bonus of +15.

I second that.
There seems to be a bug in determining the winner of a Grand Offensive and the subsequent distribution of NM points.
As it stands right now, the mere execution is guaranteed to give the AI or the player NM points regardless of won or not.
This really needs to be fixed.

Monday 20th April, a beta patch. I now have to do only a few corrections in game scenario DBs, as reported in other threads, then I do severeal tests.
