Color of the diplomatic map

In my game I was playing the central powers.
I succeeded to get Italy and Turkey in my side (Italy as the result of war plan, the Turkey as the result of the next diplomatic action).
Then the Roumania was close to go for the opposite side. But it appears in full green on the diplomatic map. I would have think that it should be in red. Is it correct ?

The red or green colors should be displayed only when the nation has chosen its side... we'll check this
