Is sending units to GHQ working as designed?

Basically I was wondering if that feature is actually working. I have never been able to send for example a garrison unit from one front directly to the GHQ as a reserve. Maybe Im doing something wrong? :confused:

I read in the manual that it says that you can send any units from anywhere that are not tied to an army directly to the GHQ on that front irrespective of the distance.

Garrison units are "free" only for Germany (other nations require "Free Fortress Garrison" political action). Once done, you can detach the garrison by dragging the garrison detachment with the right-mouse key. So dropping it will make the detachment out of the fortress (you can even assign it to an army!). So, during the redeployment phase, you can redeploy the detachment on the Front boundary and then move it by rail to the other Front (or you can do directly the rail movement!). Once finished, as soon you reach the GHQ, assign the unit to the GHQ....
Long procedure, but possible!

Aren't you also supposed to be able to draw on the units of the GHQ as reserves during battle? I have yet to see anything frm the GHQ available during combat (and my West Front GHQ is sitting in Luxemburg)

The GHQ reserves should be available in Trench Warfare.
When the Movement Warfare is in force, you can use only the HQ reserves.

At that point can you send units into the GHQ? This is something I can't do, but again I've only been in 1914.
