Messages regarding the use of technologies

Every time I run the game I get messages regarding the first application of whatever technologies, and some of these are always the same ones. E.g. when I scroll through the list to raise new artillery units, each time I get a message that Germany applied the Siege Artillery technology the first time, disregarding the fact that I successfully used it for almost a year. Same for other technological developments, also from the enemies.

I imagine there is a problem that this information is not stored in the save, so each time you start the game the counter is reset again.
It might be a problem, as I think the use of the respective technology by allied forces and the 'leaking' of it to the enemy depends on the number of (successful) applications of the new technology by the nation that developed it first, e.g. for the Stosstruppen...
