Serbia scenario, got +111 VP as A-H, title says "Centrals Wins" but subtitle and text describes a ... draw ! (see att. file)
Looks like some end of game messages are mixed up in the data files.

PDF you are right. I must go deep inside this problem, as I think there's something bugged in the scenario goals checks...

Indeed the scenario goals can be scripted (this game is strongly oriented to modding), and there's something wrong...

Look at the Goals.xls DB ([game dir]\Modding\Scenario\Belgrade folder) and you'll see how the Serbia scenario goals are scripted... Anyway, the Ledger gives you a text representation (interpretation) of these scrips.

It looks like the VP calculations are Ok -or not far, I did fulfill the 100VP condition, held some towns, and crushed the Serb army, with no losses ... I must have been quite lucky ! .
To me the fault should be in the texts of the victory level, but I can't find them (ie what is shown when is triggered "IDS_BELGRADE_SCN_GOAL_VICTORY_LEVELx" ?).
