Could you look at the attached save. I'm unable to continue and can't figure out why. 'A' and 'M' lead to nothing that needs to be activated. What am I missing?

The reason is:

German XII Army has yet no HQ (it arrives later as reinforcement) but only a detachment in Koenigsberg, so the HQ:
a) is not displayed on Army Roster (it displays only HQs and GHQs)
b) is not found by the A key (that currently works only with HQs).

This is why you have not spotted the XII army to activate.

However I'm going to make the A key searches now also army detachments and not only the HQ.

Done it also for M key. Next beta patch 1.08G.

Now also the Army Roster displays the armies without HQ. Indeed it was a must.
