Difficulties with the game

I am trying to play the game and I am coming across a few issues:

I cannot seem to be able to install the game on any of my Vista PCs. The install program does nothing after I double click on it.

I am now using it on XP ok. However I cannot find anywhere the following functions:

How do you get an RP to be assigned to a damaged corps in the reinforcement phase? The manual says you can do it but not how and I have tried everything on the screen I can think of.

How can you get reinforcement corps in GHQ to be assigned to Armies in the field?

Maybe you can find the same solution in there?
There is a recommendation on how to install it... but also calvinus there provided some download links in case you cannot make the CD run.
But, please, be patient, these days AGEOD is on holidays...they will be back on September.
