Be sure he clicked on the check-box "Internet game".
Also, be sure no firewall is making impossible the connetion.
Again, try to make your partner as the Host.
Finally, public IP issue? Try pinging...

The internet game check-box is to be checked if the match is on internet, not via LAN. Are you playing via LAN?
Did you try pinging his IP address?
Start menu > Run...
a black console window will appear, type: "
PING [his IP address]" and hit Enter.
So you see if you can "reach" his PC...

We got it to work via Hamachi. This program is free and delivers a working IP address to each other in our case.

To clarify it further. Download Hamachi (free test version) and follow the installation hints. The program simulates a LAN connection via Internet.
The target is to create a gameroom with your friend. When you have created a gameroom and your friend has joined you there, you will see each others IP address.
Now one of you should create a game in World War One and if this is established, the other player could join you in an INTERNET game by entering the hosts IP address he got with hamachi.
When both players are in the lobby, they have both to click start the then MP game begins.
I hope that helps.
