I get a CDT in the first interphase after Austria surrender. It seems to be caused by the Italians siegeing Austrian cities after Austria has made peace.
I also noticed that the notification said the “Austria surrenders to neutral.”
Save game attached. Just click next turn and that should reproduce the issue. I get it every time when I try to get past the siege screen
