cost of Artillery construction

I'm playing the campaign as the central power.

In the event phase, I'm planning my constructions.

If I try to build artillery (for Germany and/or AH) from the "all" folder it indicates me that it will cost me -1 EP (I will get money).
If I select to build it from the "artillery" folder it seems that the cost is correct.

Is it normal ?
May be the problem is coming from the fact that I planning construction not in the correct phase. (but when is the correct moment is not clear for me).

The cost in "Artillery" section is correct and will be the one used. We'll check the display error on the "All" section. Thks

Appearantly, unit production can be planed at any time in any phase. Is this correct?

Yes, but the production is always scheduled 4 turns after the next interphase.
