Revolution Events?

The manual claims that it's possible for revolution to occur in any country, complete with playing the relevant events on that country (Lenin, Kerenski, Kornilov). Which would be cool, seeing Haig emerge as the British Kornilov, etc.

But I see no evidence in these events themselves that this is true, they even check for a revolution in Russia specifically and trigger their effect in Russia. So I am assuming that these events applying to countries other than Russia is a board-game possibility that didn't make it into the computer game; they can probably have a revolution, you just can't play these events on them:

Looking more closely, although the events can't be used to generate the revolutionary leaders, they can still occur during the random checks during the revolution itself; so Haig as dictator of Britain can't occur by the Central Powers playing the Kornilov card during a British revolution, but it can roll randomly during a government change. Curious if anyone has ever seen this though.
