It happened to me only once and I never was able to reproduce this glitch.
If you post here your savegame (zipped), I can reply with your save properly fixed, making the Austrians free to move.

Same issue here.
Italy joined Entente in october 1914 and in Nov-Dec turn, the Austrians are still locked on the alpine front.
Is this WAD or a bug? 'Cause it's quite easy to blitzkrieg ones way to Innsbruck and Trieste this way...

It happens once in a while to some players, very strange.
Post here the savegame and I add the correction.

Here's the save.
Another question, not related: what happen when the budget is negative? Are some orders/constructions not followed?
Or is there some simulation of debt, inflation and so on?

Previously scheduled constructions are performed (you have already paid for them

). New ones cannot be scheduled (you have no money to pay them

).

Uh... How is this computed? Each turn? Or each interphase?
I mean do I earn my money each turn? Each seasonnal interphase? Therefore when should I order my constructions? Whenever I got the money or only during interphase?
Production and budget are still confusing me as you can see.
Thanks for the fix.

Budget calculation is performed during each seasional Interphase. Then you spend the money during the three months following the Interphase. Theoretically, you should plan purchases during the Interphase, but you can do it also later so scheduling productions later.

For instance... I shall plan things during the interphase. But if I got a nice War loan political action that succeeded, and I got a positive budget: am I able to use the excess money to build new stuffs without waiting for next season?

Not exactly. When you purchase a new unit, you schedule the spending for the next Interphase (using the money saved in the previous Interphase) and the production starts when the seasonal Interphase is reached.
Example:
I purchase a new unit in October 1915 setting a production time of 3 turns. Next Interphase is on November-December 1915, so the production starts in December 1915 and lasts for 3 turns (January-February, March-April, May): that means the unit will arrive as reinforcement in June 1916.
