Hi Calvinus!

Could you please have a look into the attached savegame file?

Is there any reason, why I can't build those HQ's I can see in the construction window? Those HQ's are there since a couple of turns now...

Maybe this is a bug, or a rule I did miss

For some strange reason (that I was not able to reproduce), in your save the three destroyed Austrian HQs have the Army Id set to zero.

This was the cause that made the HQ rebuild order forbidden.

Herewith enclosed you can find your save fixed.
