It turns out that the new patch has two files in it that some AV and anti spyware programs detect as a threat. Fortunately, my spyware program keeps a back up of its "cleaned" files. I was able to restore the robbed files to their rightful place and the game played again.
As it is doubtful that repeated reinstalls were corrupted. Something is happening to the game file during or immediately after it is install.
You can test this by turning off AV and spyware programs during your install. That UAC stuff can go too. Hopefully your game will run-if it does, then it is a matter of finding what file is viewed as a security threat.
