Weather at Sea!

I have started playing again after some time and am running the latest Beta patch (1.06i)

The game seems about 90% "there" and I am quite enjoying it, but I have noticed what I think may be a bug. The weather at sea begins clear but as soon as the first fleet sails, from either side, it immediately changes to thunderstorms in EVERY sea zone (except the Med which seems to alternate between clear and poor weather as I would expect).

More over these thunderstorms remain and do not appear to ever clear up (although so far I have only played one inter-phase into the game, yet I would expect at least one clear weather sea zone somewhere on the globe for atleast one turn during this period).

Basically, because I am playing the Entente this could be potentially game breaking as I really need to move forces by sea, and cannot transport troops through stormy weather.

Is it just that the weather from Aug 1914 - Jan 1915 is absolutely terrible?
Has anyone else seen this?

Is it possible to mod this out in one of the Excel sheets to allow me to get on with the game?

I think this could be a problem in the Map DBs. It could be caused by a not appropriate climate assigned to these sea zones, that so causes a too frequent stotmy weather...

I've had alook at the data. I few quick questions if I may:

1) The climate descriptions appear correct for each sea zone (ie temperate, tropical etc). Is there a list somewhere that defines what value each climate has?

2) What is the "Sea Hazzard" value? I noticed that this value is very high for most sea zones, mostly 8 -10 with the lowest value at 6.

Could this have an effect?

The "sea hazard" is used only for the naval battle interceptions.
The weird thing is that the weather is calculated/assigned to the climate zones, not to the single areas... so I guess I have to debug carefully the problem, as soon I get back from vacations, in September.

After looking at this some more it appears it might be the result of an incorrect error message and problems with the naval paths.

For Example:
I was constantly unable to move troops from Japan to Qing Tao and the message displayed read "Unable to move due to inclement weather" or something similar.
However when I tried to move troops to the same location from Egypt, on the same turn, there was no problem.

I've noticed the same thing in a few other locations, the forces don't move and the message says that this is due to weather even if no clouds or storm symbol appear.
