Assault troops and Grand Offensives

2 Questions:

1) I have taken the objective city of my grand campaign - does that mean it is now safe to call a hault to it? ie. no major NW effects.

2) I have reasearched and developed Assault troops, but cannot place them (nor any aircraft infact) in the required box in the battle screen. I know i need to tactical theory/ doctrine etc, but don't really understand how I am supposed to attain it

From my experience, it is OK to end it.

And as a sidenote, seing the whole area shown in the Grand Offensive coloured with your flags after the offensive ends is very, very satisfying

You need to test the infiltration theory during a Grand Offensive.
