Railroad Icons

At this stage, this is probably a fairly dumb question, but I'm going to raise it anyway

I've scoured the manual which is excellent, but I cannot see an explanation of the Railroad markers which appear when a region changes hands and tracks are converted. I've never been 100% confident that I understand what the icon is showing. There seem to be two kinds of such markers - one displaying a national flag on top, with a smaller flag underneath. The second is an icon topped with a National flag and below, two grey left/right markers, these I have assumed to be railhead markers, denoting a track conversion.
What I have noticed is that when I 're-convert' track in a home region which I have retaken from the enemy, the icon does not seem to change. Of course there is the possibility, even the likelihood, that I have in some way incorrectly performed the conversion

However, I would be most grateful for an explanation of the exact meaning of these icons, and wondered if such explanation should also be included in the manual.
