How to use German tactical sub?

In the manual, it's written that sub doesn't need to move to execute a mission (what type of mission?)...
But later it's written that 1 German sub may act alone in the North Sea or the Channel to attack the Royal Navy each turn.

What is the difference between the two missions?

One mission is executed automatically by the game engine (scripted) in order to determine EP losses for Great Britain. In addition, the tactical subs can be used as support of major fleets in North Sea, both for reconnaissabce and for torpedoing.
